State Senate Passes Two Tax Credit Reform Bills

Calls for tax credit reform in Oklahoma are being answered by lawmakers.

The Senate passed two bills dealing with the state’s 77 business tax incentives, both written by Sens. Brian Bingman and Rick Brinkley.

"The evaluation of tax credits, to able to see if they're effective by having them evaluated, to see ... once they're implemented to see whether or not they're working, if they're not working or if they need to be improved — this provides the mechanism to do that," Brinkley said.

The first bill establishes a seven-person Incentive Evaluation Commission, which will include state officials, a university economist and someone representing an economic development group.

They will be responsible for evaluating each incentive at least once every four years, along with issuing an annual report on their findings.

The other bill requires any new incentives come with measurable goals.
