Tulsa Toddler Found Locked in Dog's Cage. Tulsa Police Discuss the Case

A Tulsa man is in jail after police find an 18-month old toddler locked in a dog’s cage inside his house. Another child was found playing naked in the back yard. That child was four-years old. A third child was asleep in the house.

Officers arrested 47-year-old William Lewallen at his home near 49th Street North and Frankfort. Lewallen is believed to be the children's father. Police say Lewallen was passed out on the bed from mixing prescription medication with beer.

Police were alerted to the situation by a neighbor who heard the toddler crying. Bond for Lewallen is set at $50,000 according to booking documents. The children are now in state custody.
