Tulsa, OK – TULSA, Okla. (AP) A foundation is gathering ideas for development along the Arkansas River, not far from Tulsa's downtown. The George Kaiser Family Foundation has given firms an Oct. 29 deadline to respond with their qualifications to help develop a master plan to develop the area now known as the Blair property and the Crow Creek Apartments.
