The Public Service Company of Oklahoma goes before the Oklahoma Corporation Commission later today. The utility is seeking to be allowed to recoup the cost of its $4-Billion Wind Catcher project in advance.
The wind generation system would be located in the Oklahoma panhandle with transmission lines stretched, over 300 miles, to Tulsa.
