 Oklahoma's top investigative agency has completed its probe into allegations of misconduct at an Oklahoma sheriff's office where an ex-volunteer deputy fatally shot an unarmed black man.

Oklahoma State Bureau of Investigation spokeswoman Jessica Brown says the report on the Tulsa County Sheriff's Office was submitted Monday to prosecutors to consider whether criminal charges should be filed.

The investigation was requested by Tulsa's district attorney after the April 2015 fatal shooting of Eric Harris. Ex-reserve deputy Robert Bates was sentenced to four years in prison for Harris' killing.

Bates was friends with former Sheriff Stanley Glanz, who resigned last year after being indicted by a grand jury. Glanz pleaded no contest in July to one misdemeanor count of failing to release key information about how Bates was trained.
