TULSA, Okla. (AP) A former Tulsa police officer says he and three other officers used drugs kept in squad cars to "substitute as evidence in criminal cases." Eric Hill has received immunity from prosecution in return for his testimony. The other officers are accused of planting drugs on people in order to arrest them for drug possession.
