Development Authority Takes Do-Over on Prime Downtown Property

Ballpark-adjacent land in downtown Tulsa is back up for grabs.

Tulsa Development Authority is again calling for redevelopment proposals for the northwest corner of Archer and Elgin, across the street from ONEOK Field.

TDA got proposals in June for a nine-story, mixed-use office development and for the long-awaited OKPOP Museum. The authority had terminated a 2013 agreement to sell the land in April after granting five extensions to the developer to provide proof he could pay for his project.

Chairman Roy Peters said the bidding window was too short, and TDA didn't do enough initially to disclose how problematic power lines around the property could be.

"It's a big deal to either bury that or figure a way around that, and there may be some other public money ... that might assist in that," Peters said. "But we just needed to make that clear.

With the new request for proposals going out next week, Houston-based developer Michael Smith and the Oklahoma Historical Society's proposals are effectively null and void.

"With total understanding that they are eligible to resubmit," Peters said. "Frankly, what we told the Houston developer was, 'Now that we asked you a lot of questions, you kind of know what you need to put in the proposal next time.'"

TDA now expects to pick a proposal in February.
