Charges Filed Against TPD Officer in Death of Terence Crutcher

Tulsa County District Attorney Steve Kunzweiler has filed a first-degree manslaughter charge against Tulsa Police Officer Betty Shelby in the Sept. 17 shooting of Terence Crutcher.

At an afternoon news conference, Kunzweiler reminded those in attendance Shelby is innocent until proven guilty. She is expected to turn herself in to the Tulsa County Sheriff's Office.

Shelby, who is white, shot and killed Crutcher, 40, after coming across him and his stalled SUV in the road in north Tulsa. Video of the incident shows Crutcher with his hands in the air and walking toward his SUV, away from Shelby.

Crutcher is black. No gun was found on him or in his SUV.

Shelby's attorney has said she fired because she felt threatened and Crutcher went to reach into the vehicle. Attorneys for Crutcher's family have produced stills showing the window was up when he was shot.
