Jay, OK – OSBI to announce arrest in 1996 cold case

JAY, Okla. (AP) Authorities are set to announce an "impending arrest" in the case of a Delaware County woman who's been missing for 15 years.

The Oklahoma State Bureau of Investigation and Delaware County District Attorney Eddie Wyant plan to hold a press conference Tuesday afternoon at the county courthouse in Jay to discuss the case of Barbara Ann Willard.

Willard was reported missing from her Jay home on June 17, 1996. Her car was found eight days later in a ravine near Colcord.

An OSBI report indicated that body fluids found in the trunk of the vehicle were consistent with those of a dead person and investigators linked the DNA to Willard.

The OSBI says fingerprints and DNA helped solve Willard's killing.
